The time has come for to raise serious issues of economic and political freedoms which we take for granted at our peril.<br />
<br />
Many excellent points have been raised from a Western perspective as regards the erosion of democratic principles vis-à-vis economic freedom as proposed outside Western viewpoints. There is nothing wrong with this but the world as evolving currently requires an understanding of an Eastern perspective, in particular, a Chinese one. This is so because unlike the previous wealthy Chinese empire of the nineteen century, this emerging one would have a great impact (which it previously never had), on how the social-political-economic nature of the world is going to evolve.<br />
<br />
I mention this because no other than the big Russian nation is now studying seriously whether a Chinese style (which John Naisbitt described as a form of ‘vertical democracy’) of government is more efficacious than an often disruptive and counter-productive, bicameral, Westminster style one.<br />
<br />
No one who understands freedom could argue that a Western democracy is not the best form for individual freedom. In recent years, however, the advent of unfettered capitalism has seemingly made very questionable, the benefits of Western style democratic governance. It’s as though, the powerfully vested few could high-jack the system for their narrow interests alone, leaving the rest unprotected from wholesale skull-drudgery.<br />
<br />
The strangest irony is that real democracy and unfettered capitalism (or true laisse faire) are, as Marx would describe, natural opposites. Democracy, in the simplest term is the will of the democratic majority, as expressed in individual ballots. Capitalism, on the other hand, is by nature autocratic, representing the will of a powerful minority. And when democracy becomes a captive of uncontrolled capitalism as in the US recently, democratic considerations takes a back seat, as it were, and the capitalist-autocrats take over and the common man suffers. Albeit, for only awhile (and this is the safeguard of democracy) but eventually, “he who holds the purse, controls the world”.<br />
<br />
This is what the Chinese realised when Deng Xiao Ping, looked around in the eighties. You can have the longest, existing civilisation in the world but without money you are nothing. It did not take long before the pragmatic Chinese saw what needed doing; i.e. create a capitalist-type economy.<br />
<br />
The question of compatibility was quickly resolved when Deng visited Lee Kuan Yew; he saw how an authoritarian regime sits well with capitalism and thrives. He got the answer of how you can control the population completely, at the same time provides them the means to be wealthy.<br />
<br />
The rest, as they say is history. Confucianism, which provides the basic framework of Chinese society, and Communism, has fundamentally to do with respect of authority and allowing it to function without question; the provision being that it must do well in furthering the welfare of the people. It is thus clear that capitalism and autocracy are natural partners; nobody elects the leaders; the leaders elect themselves.<br />
<br />
It is never understood, particularly in the right-wing West, why the Chinese people would not rise against the many human rights violations that the Westerner can see. The answer is that the Chinese view it differently. If your government has lifted ‘400 million’ or more of you out of abject poverty and your life is so much better in the last twenty years and there are opportunities to be fabulously rich, why would you object?<br />
<br />
The assumption in the West is often that the individual generally knows what he wants and when enough numbers have the same wants they form the majority to elect the government they want. Off course, the rights of the minority, which can be a considerable number is often ignored.<br />
<br />
This naturally results in a bicameral situation where one side is engaged endlessly in undermining the other, to the detriment of all. This fundamentally is the weakness. And when public opinion is controlled by a few press barons which represents only the interests of the few rich, democracy meaning free speech is often undermined.<br />
<br />
Free speech becomes only free for opinion makers in the major newspapers. The voice of the ordinary man is often left unheard. Thus the warning of the sub-primed danger, the raising of Madoff’s schemes, the plight of the uninsured for health care and such, are like voices crying in the wilderness. The result is that the Chinese system now seems much better. Much of the world is now looking to China to lead it out of their economic crisis.<br />
<br />
Those of us who treasure freedom have better wake up. Capitalism without social justice cannot endure as Communism with social and economic justice can. The enemies of Obama as reflected by the mean and vehement opposition of insurance companies in the US to the Health reforms, is a stark indication of the malaise of unfettered capitalism; it destroys democracy as we need it!<br />

Number of flats sold declined, contradicting Mah’s explanation on reasons for HDB’s S$2 billion deficit.<br />
<br />
On 7 November, the Minister for National Development, Mr Mah Bow Tan, explained why the Housing and Development Board has incurred a S$2 billion loss this year. The loss is twice that of the previous year. According to Channelnewasia, Mr Mah said:<br />
<br />
“It is making a loss and the government gives it grants every year to cover the losses, mainly because we’re giving subsidies to people to buy flats to make flats affordable to first timers. That is why we’re making a loss.”<br />
<br />
The report went on:<br />
<br />
“Mr Mah said the HBD makes a loss each time it gives out subsidies to first-timer home buyers, and when it sells flats lower than their cost price. The reason for the high deficit was because more flats were offered for sale last year, compared to the year before”.<br />
<br />
Mr Mah’s remarks seem to contradict the statistics  provided in the HDB’s latest annual report.<br />
<br />
According to the annual report, HDB revealed that “the number of flats sold under the home ownership scheme this year was 4,738, which was 7,253 less than last year”.<br />
<br />
According to its section titled “Key statistics”, the “demand for flats” was 9,870 Home Ownership flats for 2008/2009, compared to 12,449 for 2007/2008; and the “Building statistics – Dwelling units” was 3,154 in 2008 compared to 5,063 in 2007.<br />
<br />
All these numbers show that the number of flats sold have declined, rather than increased.<br />
<br />
The number of flats sold under the home ownership scheme declined by 60 per cent, “Demand for flats” declined by 21 per cent, and “Building statistics – Dwelling units” declined by 38 per cent, for the last year.<br />
<br />
So, how is it possible then that “the reason for the high deficit ($2 billion) was because more flats were offered for sale last year, compared to the year before”, when the HDB statistics show that flats’ building, demand and sales, all declined substantially last year compared to the year before?<br />
<br />
Can the Minister clarify his statement on the reasons for the doubling of the deficit from $1 billion to $2 billion for the last year?<br />
<br />
As for Mr Mah’s assurance that HDB “sells flats lower than their cost price”, the HDB has not disclosed the breakdown of the cost of building flats, despite letters to newspaper forums requesting for this information, almost every year.<br />
<br />
The last time this information was disclosed was in 1981, when the then National Development Minister Mr Teh Cheang Wan, disclosed the land and construction cost, as well as the subsidy and selling price, of the various flat types in six districts.<br />
<br />
For example, a three-room flat in the central core region, cost $53,700 to construct and incurred a land cost of $40,000, and sold for $57,100.<br />

Parliament will sit at 1.30 pm on Monday, 23 November. The following are some of the questions tabled for the Ministry of National Development:<br />
<br />
Mr Chiam See Tong: To ask the Minister for National Development (a) what it costs the government to build a 3-room, 4-room and 5-room HDB flat; (b) what is the profit margin which HDB adds to the cost for each of these categories of flats when it sells them to the public; and (c) whether HDB bases the selling price of flats on the prevailing market price of these flats.<br />
<br />
Er Lee Bee Wah: To ask the Minister for National Development (a) how many new Build-To-Order flats are presently available for selection; and (b) how do the supply and demand factors influence the cost of these flats.<br />
<br />
Mdm Cynthia Phua: To ask the Minister for National Development (a) what is the projected supply and demand of HDB flats in the next 5 years; (b) what are the parameters that are taken into account in the projection of the supply and demand of flats; (c) whether the Ministry has considered an annual buffer number of ready flats and, if so, what is the number and the parameters in arriving at that number; and (d) what measures will the Ministry consider in ensuring that first-timers get a new HDB flat within 3 years.<br />
<br />
Dr Muhammad Faishal Ibrahim: To ask the Minister for National Development what is the current waiting time and the number/percentage of couples applying for new HDB flats under the Fiance/Fiancee Scheme.<br />
<br />
Dr Lim Wee Kiak: To ask the Minister for National Development (a) what is the total number of permanent residents (PRs) who own HDB flats and the distribution pattern of PRs in the various public housing estates; (b) whether his Ministry will ensure that there is a good mix of PRs in the various housing estates to encourage better integration with Singaporeans; and (c) whether his Ministry will consider expanding the current policy on racial mix for HDB flats to include PRs.<br />
<br />
Mr Lim Biow Chuan: To ask the Minister for National Development (a) how many HDB tenants have been evicted from HDB rental flats for the past 12 months due to illegal sub-letting or inability to pay rental; and (b) what are HDB’s plans to provide alternative housing for such evicted tenants if they are unable to find alternative accommodation.<br />
<br />
Mr Lim Biow Chuan: To ask the Minister for National Development whether his Ministry will review the household income ceiling for rental flats to take into account inflation and the increased cost of living, before pegging rental rates at 30% or 50% of the market rate.</div>

Buddhist monk and former CEO of Ren Ci hospital Ming Yi was sentenced to 10 monts in prison for misappropriating Ren Ci’s funds by approving the loan and lying to the COC in an oral statement about it.<br />
<br />
His former personal assistant Raymond Yeung, was jailed for 9 months on the same charges.<br />
<br />
Ming Yi was found guilty to have made an unauthorised loan of $50,000 on May 17, 2004. The loan was allegedly made to the Mandala Buddhist Cultural Centre but it was not reflected in Mandala’s financial records.<br />
<br />
Before his conviction, Ming Yi was a highly regarded leader in the Buddhist community in Singapore.<br />
<br />
He founded Ren Ci hospital in 1994 to help the chronic sick, then the only such hospital in Singapore.<br />
<br />
Over the years, Ren Ci has grown from a small medicare centre at the old Tan Tock Seng hospital to a full-fledged community hospital with a building of its own.<br />
<br />
Ming Yi had appeared on the Ren Ci Charity Show on several occasions doing dangerous stunts to raise funds for the charity.<br />
<br />
Despite the guilty verdict, Ming Yi still have a group of loyal followers which explained PM Lee’s visit to the Singapore Buddhist Federation yesterday to officate the opening of its new building in Geylang.<br />
<br />
In his opening address, PM Lee acknowledged the role of Buddhists and Taoists helping to maintain Singapore’s racial and religious harmony for 40 years:<br />
<br />
“Buddhists and Taoists are among the largest religious groups in Singapore. They have always shown tolerance, setting the basic tone for our society and the general mood of tolerance and understanding among the different communities,” he said.<br />
<br />
There were previously calls for Ming Yi to disrobe after he was convicted. The  head of the Singapore Buddhist Federation, Venerable Kwang Sheng said that it is a personal decision for Ming Yi to make.</div>

Prime Minister Lee Hsien Loong reminded Singaporeans not to take racial and religious harmony for granted in a speech made at the official opening of the Singapore Buddhist Federation’s new building in Geylang.<br />
<br />
He also praised Buddhists and Taoists for helping to maintain Singapore’s racial and religious harmony for 40 years.<br />
<br />
“Buddhists and Taoists are among the largest religious groups in Singapore. They have always shown tolerance, setting the basic tone for our society and the general mood of tolerance and understanding among the different communities,” he said.<br />
<br />
 Though he did not make any explicit mention of the Aware saga where a group of Christians tried to steeplejack a secular women NGO, PM Lee emphasized that Singaporeans of all religions should keep religion separate from politics and to uphold a secular government, a call echoed previously by senior leaders during the protracted saga in May this year.<br />
<br />
While Singaporeans from various races and faiths here have been living in harmony for more than 40 years, the country’s demographics is changed radically lately by the relentless influx of foreigners especially from China and India.<br />
<br />
Many of the newcomers have different culture and habits from the locals and tend to congregate among themselves.<br />
<br />
In response to this, the Singapore government has set up a $10 million Community Integration Fund to help them integrate into Singapore society which includes free language courses.<br />
<br />
Senior Minister Goh Chok Tong mused lately if Singapore should allow immigration “enclaves” to emerge in the HDB heartland.<br />
<br />
In an earlier speech, Prime Minister Lee Hsien Loong exhorted Singaporeans to “embrace” foreigners as they work in industries which are shunned by citizens.<br />
<br />
His father, Minister Mentor Lee Kuan Yew followed up by imploring Singaporeans to “bear” with the tide of immigration to boost Singapore’s flagging birth rates.<br />
<br />
36 per cent of Singapore’s population are foreigners. It is not known if the rapid pace of immigration will have a detrimental impact on Singapore’s racial and religious harmony in the future.</div>

She recounted  an incident when she was the director of butler service at Las Vegas Sands’ The Venetian and The Palazzo resorts, when a hotel guest wanted to throw a party with bar service and a deejay for 40 friends – within half an hour. In such places, money is no obstacle – and money is what everyone is there for.<br />
<br />
Anyone who has ever been to Las Vegas understands that prostitution is part of the culture in “Sin City”. Anywhere big money, like what is found in Las Vegas, is involved, those looking to make a quick buck will flock to it. This is not limited to men but also to women. .<br />
<br />
It is highly likely that major prostitution rings which feed off the casino entertainment industry will make use of the fact that Singapore is the most wired nation in the world – with broadband penetration rate hitting 99 percent here –  to set-up highly sophisticated but  shady businesses which will thrive here.<br />
<br />
As far back as 2001, a saleswoman in Chinatown told Agence France Presse (AFP) that every weekend she sees “China-born girls, all dressed-up, going to the KTV lounge upstairs with old uncles in their 50s and 60s”. A China-born student allegedly told AFP in the same report that Singapore men are like passports to a better life.<br />
<br />
In 2004, there were reports of women being involved in vice activities in an effort to financially support their children’s studies in Singapore schools, with dozens being arrested in police raids at massage parlours and foot reflexology centres.<br />
<br />
Then in 2007, the evening Chinese daily Lianhe Wanbao reported the story of online advertisements appearing on MediaCorp’s classifieds website,  mocca.com,  of female students masquerading as escorts to offer  sexual services.<br />
<br />
One need not be diligently seeking to find Cecilia at Singapore Model Escort, who is touted as a “beauty with a brain (and) an undergraduate student”. Her  going rate is $1000 per hour.<br />
<br />
The ease of anonymous advertising offered by the internet will  fuel the explosion of prostitution. Posting low or no- cost ads on services like sammyboyforum and Hi5, prostitutes no longer have to walk the dark, red-lighted, back alleys.<br />
<br />
If The Ridge’s (a National University of Singapore Students’ Union publication) report on the liberal attitude of the undergraduates towards sex is taken into account, with the trend towards promiscuity and an unquenchable thirst for materialism, the student sex trade, facilitated via the internet, should come as no surprise.<br />
<br />
Although some students resort to selling sex because of  their personal  debts, most young people are not poor. They just want money to buy things.<br />
<br />
Casinos will always try to sexy-up their entertainment to ensure that the gambling dollars don’t walk out of their doors.  As for the party-tourist, he expects prostitution and sits in the casino bars all day looking for it.  They will also surf the net to find women who offer such services conveniently.<br />
<br />
It’s all a simple economic equation, demand equals supply. Someone will find a way to provide what people want. Who cares if they are mere students.</div>

Singapore opposition politician Dr Chee Soon Juan is not new to controversy and this time round he managed to get himself in the spotlight both at home and abroad again for a series of damning interviews he gave to U.S. radio stations castigating the Singapore government for its “political repression” on the eve of the APEC Summit held in Singapore.<br />
<br />
Robert Amsterdam, a Canadian lawyer representing Dr Chee pro bono in his court cases, published an equally damaging White Paper calling on U.S. President Barack Obama to voice out his concerns about Singapore’s “human rights record” during his visit here which was widely publicized in the international media.’<br />
<br />
The state media predictably published an article with a glaring headline “Canadian with links to Chee attacks Singapore’s political system” to portray Dr Chee as a “foreign stooge”, a label which he had found hard to shake off.<br />
<br />
This is not the first time that Dr Chee had made used of the western media to attack the Singapore government.<br />
<br />
In 1995, he staged a protest in Williams’ College where then Prime Minister Goh Chok Tong was to receive a Master’s degree from his alma mater.<br />
<br />
Dr Chee’s “antics” was frowned about by Singaporeans who disapproved of him using “outsiders” to criticize their country’s leaders, which was reflected in subsequent elections in the declining share of votes received by his Singapore Democratic Party.<br />
<br />
By and large, Dr Chee’s criticisms of Singapore in the west will hardly dent public confidence in the ruling party which maintains a tight grip on the Singapore media.<br />
<br />
Neither will it have any impact on Singapore’s relationships with the United States and other countries. President Obama reaffirmed the excellent bilateral relations between Singapore and the United States during the APEC Summit. He did not meet Dr Chee or bring up Singapore’s “repressiveness” to its hosts.<br />
<br />
Though Singapore is a tiny country, it has always been a key strategic ally of the United States in the region. Furthermore, its “repressiveness” pales in comparison to what is happening elsewhere in the region such as China, Vietnam and North Korea.<br />
<br />
It will be foolhardy to expect the United States to strain diplomatic ties with Singapore by meddling in its domestic affairs.<br />
<br />
Dr Chee may be able to generate bring attention to his cause, but its impact is likely to be minimal at least in the near future.<br />
<br />
Not that his words doesn’t hurt the ruling party a bit. Singapore’s international image and standing have definitely taken a beating from the wave of negative publicity about its harsh and repressive laws to curtail the civil liberties of its citizens.<br />
<br />
Branding is especially important for a small city-state like Singapore. What is the first impression that comes to one mind when Singapore is mentioned? Probably a nanny authoritarian state in contrast to Hong Kong which is widely viewed as a modern, cosmopolitan and liberal city though it is under communist rule.<br />
<br />
One seldom hears the criticisms leveled at Singapore elsewhere – in Hong Kong, Taiwan, Japan or South Korea. Singapore can do without such persistent, if not irritating negative portrayal of its political system.<br />
<br />
As for Dr Chee, the Singapore government can well afford to ignore him given that he is a spent force who posed little or no threat to them.<br />
<br />
Being a bankrupt, Dr Chee is barred from contesting in future elections. His colleagues are unlikely to get elected either on a SDP ticket.<br />
<br />
So is Dr Chee is a patriot or traitor?<br />
<br />
Most Singaporeans certainly don’t regard him as a “patriot” trying to speak up for them.<br />
<br />
To be fair to him, the mainstream media has been most biased towards him and is relatively successful in concocting an image of him of seeking out a personal vendetta against government leaders for bankrupting him.<br />
<br />
To the ever faithful followers of the state media and the ruling party, Dr Chee is a traitor who will scoop to any means to defame the Singapore government.<br />
<br />
But again, a traitor would have left Singapore a long time ago to fire pot shots at the ruling party from a safe distance afar rather than risk his livelihood and the future of his children by staying put in Singapore.<br />
<br />
Dr Chee’s use of the foreign media to attack the Singapore government smacks more of desperation than a well-thought move. It is political suicide for any aspiring opposition politician who wishes to win a seat in parliament.<br />
<br />
Besides Dr Chee, no other opposition leaders or MPs have criticized the Singapore government in the international press.<br />
<br />
The ruling party has cleverly quoted them as examples that opposition politicians do exist in Singapore as long they don’t defame government leaders like Dr Chee in its defence.<br />
<br />
Dr Chee is fighting a losing battle on his own without support even from his fellow opposition leaders or Singaporeans.<br />
<br />
While he deserved some credit for his fighting spirit, doubts must be raised about his political acumen.<br />
<br />
As history have shown us, the ruling party will not flinch from taking drastic actions to preserve its own interests despite international pressure, e.g. the arrests of 20 or so social workers and activists under “Operation Spectrum” in 1988.<br />
<br />
Dr Chee and the SDP will be far better off building up their support at the grassroots level so that they will have a better chance of winning a coveted seat in the next general elections.<br />
<br />
The Americans who heard Dr Chee’s interviews would probably have forgotten about Singapore and Dr Chee by now.</div>

Singapore Technologies will not be allowed to participate in an Indian tender for 155mm ultra-light artillery guns because it was named in an alleged corruption scandal in June this year by India’s fraud investigating agency, the Central Bureau of Investigation (CBI).<br />
<br />
The move is the outcome of the latest circular from the Indian Defence Ministry, which does not allow tainted defense companies to participate in the procurement process pending a full CBI report, ministry sources said.<br />
“Where the tender process has not started, there should be no dealing with the companies in the First Information Report until finalization of the investigation,” a ministry source added.<br />
<br />
With South African company Denel still blacklisted in India following a 2005 bribery case, Singapore Technologies was the front runner in the $1 billion tender to provide 155mm light howitzers for the Army’s use in mountainous terrain.<br />
<br />
The government has frozen the howitzer tender for now because only one bidder, BAE Systems, remains, and single-vendor defense procurements are not permitted.<br />
<br />
In June 2009, seven companies were added to the list of those banned from Defence Ministry procurement bids: Singapore Technologies, Israel Military Industries, Poland’s BVT, Singapore’s Media Architects, and domestic companies HYT Engg, T.S. Kishan and R.K. Machine Tools. All seven figured in corruption charges filed against the former director-general of India’s Ordnance Factory Board, Sudipta Ghosh. The Defence Ministry had blacklisted these seven companies following advice from the CBI, but the latest circular officially ends Singapore Technologies’ part in the ultra-light howitzer tender. – Defense News<br />

Minister for the Environment and Water Resources Yaacob Ibrahim described the flooding of parts of Bukit Timah on Thursday as a “freak” event that occurs once in 50 years.<br />
<br />
“What happened was very unusual. ‘The intensity was tremendous. We knew the diversion canal was not big enough to take this,” he added.<br />
<br />
Mr Yaacob was referring to the diversion canal from the main Bukit Timan canal which was built in 1972.<br />
<br />
Following the flooding which damaged the buildings, amenities and cars in the area, PUB has called for tenders to widen the canals in Bukit Timah.<br />
<br />
Dr Yaacob did not explain why the canals were not widened earlier to prepare for this “freak” event”. He claimed that it is “not possible” to plan for event event.<br />
<br />
“I hope the public will have more patience with us because it will take us some time to enlarge those drains. But having said that, it is not possible for us to plan for every event,” he said.<br />
<br />
It does appear that Dr Yaacob as well as the National Enviroment Agency are both caught out cold by the “sudden” storm.<br />
<br />
A netizen posted on STOMP a snapshot of the NEA’s online weather map which did not reflect the heavy rain during the time when there was flooding at Dunearn Road.<br />
