There's this store at the newly renovated Sembawang Shopping center's food court. It's to the left upon entry and directly besides a fairly well endowed Japanese food stall.Their ingredients aren't striking in terms of quantity but it's fairly fresh and the soup packs a hefty punch.It's not too expensive either, probably something to think about.

There's a very authentic thai restaurant located at lv4 of Funan IT mall
Its run by a thai family and most of the cooking is done by the mother herself
Tom yum lovers do give it a try! 
edit: almost forget, the restaurant is called Aroy Thai!

there's one restaurant located at havelock road. i didnt managed to rmbr the name of the restaurant. but i was the buidling next to park mall. sometimes, they would offer free dessert to go along with ur meal! its not expensive and quite nice! give it a try there!

There's a very good Thai restaurant at Funan IT Mall. It looks like a mom-and-pop operation but run by Thais. Pricey but every dish is fantastic, including the tom-yum which is sublime and true to Thai taste.

One of my favourite  :
A foodcourt at Burlington Square facing Sim Lim Square, the tom-yum is superb,can go with handmade noodles, or mee sua, or rice, etc. Around $4.50, best value.
Do note this tom-yum only available in the day time (usually sold out by 4plus), at night will be under Zi-char style (which i think is not as nice)
