Brazil has announced it will cut greenhouse gas emissions by nearly 39 percent by 2020.
Brazil's Chief Cabinet Secretary Dilma Rousseff told a news conference on Friday that her country will voluntarily cut CO2 emissions from between 36.1 to 38.9 percent from the expected level in 2020.
She says her country will achieve the goal by clamping down on illegal deforestation in the Amazon and by improving energy efficiency in the manufacturing and agricultural fields.
Representatives from countries from around the world will meet for a climate change summit in Copenhagen next month.
Developing countries have been insisting that developed countries such as Japan and the EU present their reduction targets first, and that they fulfill their obligations.
Brazil presented its position through the announcement on Friday. But the official says the nation will not accept mandatory cuts.
