watz ur budget i got dumbblles 10 kg(2.5 kg x 4 plates) so can use as 5 kg and 10 kg...

for the type of dumbbell you are saying
i saw my friend's dumbbell same type with the metal grip
but his grip if i am not wrong is rusting

and i got a mild problem of sweaty palm
do you think i can use that type of dumbbell?
or plastic type(1 piece type)

db bars are chromed so its corrosion resistance , i dunno how your friend one rust . if your worried then u can be like me buy a grip for tennis racket and put on the db to protect it and protect palm from blisters too.
