Just some advice:
1) Expand ur ''word bank''. Keep a proper record of the new words and phrases u learn. Check out the 搭配 and 构词。
2) Practise past year and other schools' exam papers, especially for Paper 2 (Language & Usage). Be absolutely clear of the writing format.
3) Read 《联合早报》, especially the 《社论》- forum section, and watch Channel 8 News at 10 pm everyday.
4) Read model essays to prepare for Paper 1 - structure, content points and vocabulary. Practise writing ur own too and get ur teacher to grade and comment.

Must memorise good phrases.. That's what my teacher say..
I'm also preparing for Chinese O this yr hahas..
But what happen if you can't remeber them in exams? Remeber the frames to write for CHinese Bao zhang bao dao, use words that you know.. Prevent writting the words wrongly..

Reading 《联合早报》 is really out of my league. I tried reading it, but just couldn't understand the writing. Mypaper is better though.
memorise the structure for bao zhang bao dao those standard ones.
bao zhang bao dao is the easiest to do
and if you can memorise those standard pharses like jin zhu zhe chi jin mo zhe hei or shang liang bu zheng, xia liang wai kind of thing. can be used for yuan yin and ying xiang.
Hmm. if cannot memorise, dun memorise. Later confuse in exam.
Use simpler words.
write chinese phrases if u know that u can memorise well and use it well in exam.
No pt, in exam use those idiom, that u forget 1 word or 2 word.
chinese compo prevent word errors,the most important.. how you divide your writtin into diff parts.
If oral, don't know how use gd phrases, don't use.

I personally also cannot memorise much chinese Hard phrases,I usually go with the simpler phrases..If I don't know how to write,I use simple words.
COMPOSITION
Hmm. read more chinese newspapers/magazines to help you get some foundation in the topics that might come out.
Chinese phrases maybe throw in abt 3 bahs. not too many if nt it will make ur essay seem as if you are out to impress & it will have a bad effect on ur compo if you use cheng yu/phrases at the wrong parts where you shouldnt be using at. Get concised and straight to the point, give as many examples of real-life situations that can be linked to the main topic.
Paper itself (the one with comprehension)
What I did was keep doing assesment book. until I am more confident of the areas I'm weak at in the paper.

If you wan to memorise, go ahead, but use it at the correct time and correct place.
If you can't memorise those chim or good phrases, dun bother doing it as it might 弄巧成拙. As in Backfire.
Keep things simple, although keeping things simple might not make you score that high, but if you can keep the mistake to the bare minimum, it will be good enough for you to score a B3/4.
Uses simple word like 出错 if you dunnoe 弄巧成拙
