Civil service salaries may go up next year

SINGAPORE: The salaries of more than 60,000 civil servants in Singapore are expected to go up next year to stay competitive as private sector wages rise, says the Minister-in-Charge of the Civil Service Teo Chee Hean.



He was speaking to reporters after launching the Sharity Gift Box at Orchard Road.

Singapore must continue to pay top dollar to civil servants, as private sector wages continue to rise.

The Minister-in-Charge of the Civil Service said this will ensure it remains competitive and quality does not decline.

Salaries in the private sector have on average risen by 3.5 percent this year, and are expected to go up further next year.

"We will continue to make sure we will remain competitive both to recruit and to retain. We want to make sure we not only retain those with experience, but also provide challenging careers for those who are well-remunerated and those looking for new jobs," the minister said.

Mr Teo said the civil service already looks at comparable private sector salaries every year, and will now look at the current pattern to see what adjustments are to be made.

On whether ministerial salaries will also be revised accordingly with the rise in private sector salaries, Mr Teo had this to say.

"We have to look at the benchmark to see where they are to decide what kind of adjustments we need to make. The benchmarks are basically to keep up with the private sector.

"I must emphasise that the civil service does not set the pace for the private sector but, really, it follows what the private sector is doing. It's a much larger employer than the civil service, so we take benchmarks from IRAS aggregated data, CPF data and other data and match what is happening in the private sector."

Currently, ministerial pay is pegged to the salaries of the top earners in six chosen professions.

And it is set at two-thirds the median income of the top eight earners in each of these six professions or the pay of the individual at the mid-point of that list.

On the 2.2 months bonus civil servants will enjoy in December, Mr Teo said that is due to the good performance of the economy.
