Are cyclists allowed to ride on the extreme right lane on roads?

Just wondering, cause i have seen some of these cyclists doing so. Are they allowed? And if so, does it mean that cyclists are equally allowed to ride on any part of the road then?

Only if they are subsequently making a right turn.

Well under the Singapore law, cyclists are only allowed to ride on the pavements if they are in Tampines area. So yes cyclist are allowed to ride on the road but obviously with care and concern of the cars.

The right lane is designated for overtaking, so vehicles here would be travelling pretty fast. Even if cyclist are allowed on the lane, it would be pretty dangerous. Hence, recommend that they only use it for turning right, but it'll be safer if they do their turns by crossing 2 pedestrian traffic lights...
