well...flirting doesn't mean love, so tell your friend so relax.....till they officially announce their relationship, which may happen, which MAY never happen as well

Flirting with someone does not necessarily mean that the person is interested in the one he/she is flirting with.
Neither does it mean that the person is not interested either.

Flirting is an action done by a person which may or may not come from being interested in someone.
Some people flirt because they like doing it, some to get the other party interested in them.

I believe the real question your friend wants to find out is not whether she is flirting because she is interested in someone.
But what her feelings are towards that guy and whether she is interested in him.

then she got flirt with your friend?
if she also flirt with your friend, she is just a flirt
