uh... TS, you need to know the definition first:

Normal Postage will be sent to your letterbox, and lost mail will not be accounted for.

Registered Mail will be sent to your doorstep, and you need to sign on a document given by the postman. If no one's at home, then they will leave a notice for you to go retrieve it at the post office stated.

normally the fees for Registered Mail will be paid by the one posting the mail. He/she will then get a tracking number (or RA number) from the Post Office. you can get this number from the person posting the mail to you.

with the RA number, you can then visit this site (http://www.singpost.com.sg/ra/ra_article_status.asp) to check on the status of your delivery, whether it's still in the Post Office or it's been sent out.

edit: and oh, Registered Mail is more expensive than Normal Postage. when you buy things online, always opt for Registered Mail. doesn't hurt to spend a little more to make sure your items reach you safely.

Okay, like Caelum has mentioned, registered mail is delivered to your doorstep and someone need to sign on the document to state that you have successfully received the parcel in good condition, I would add on to the second part of your question.

You will have to pay the addition $2.25 for registered article when you go to the Post Office to mail the parcel. After which, they will give you a receipt with the tracking number. They will keep your parcel so you don't have to drop it in the mailing box outside. After 2 working days (from the day you mailed out your parcel), you will be able to use the tracking number to check if your item has been delivered or not at http://www.singpost.com.sg/ra/ra_article_status.asp.

From there, the postman will personally delivered the parcel to the stated address doorstep. Even if the parcel is not delivered, the reasons will be stated there as well (just check online at the stated URL above). In cases where there is no one at home to receive the parcel, a slip will be dropped at the doorstep to ask the person to go collect the parcel at the nearest Post Office branch from the stated address. The person collecting the item MUST bring their IC to claim the parcel cos it shows their address behind.

Always remember to put your return address, parcel will be returned if no one claims it.

Hope it helps!
