As a tutor myself, I hv to say that what you say is true. But teachers do not have fixed time for you all the time; they have their own things to do.
And becuz my gf is a sch teacher, I can say also that teachers do not like students to ask them extra questions, simply because sch teachers are over-worked, over-stressed, both by the school and the misbehaving students.
In short, good tutors do make a difference to the students who need much more help, but a luxury to students who are already good.
