Mystery car unmoved for more than a year



Paper left on dashboard of battered Honda Civic in Yishun parking space says it is 'out of battery'.

THE dull, dark blue car has not moved from its parking space next to a rubbish collection point near Block 610, Yishun Street 61, for more than a year.

Its body is scratched and dented. Its left side mirror is missing, and the headlights and tail lights on the left side are broken.

A parking coupon, dated April 18, 2009, sits on the dashboard.

What happened to its owner? Has it been abandoned? Or is it a case of neglect?

These are questions that residents in the area are asking about this battered and rusting fifth-generation Honda Civic. The model was introduced in July 1991 and production stopped in 1995.

A piece of paper left on the dashboard says that the car is "out of battery" and its road tax disc shows that it expired on April 30 last year.

Mr Randy Wee, 63, a retiree, passes by the car every day when he goes to the nearby dialysis centre.

Nothing has been done

He said: "The car has been there for at least a year. The road tax has expired and it is taking up a parking space, but nothing has been done about it."

Ms Sum Hui Ting, 30, a speech therapist at a nearby school , also passes by the car on her way to and from work.

She said the car was parked a few spaces away originally. It was then moved to its current parking space No. 112.

Apart from being curious, most other residents are not particularly concerned about the car.

Mr Jeremy Tan, 30, an IT specialist who lives a few blocks away, said: "It has been there for about two years. Nothing has happened so I don't think there is any danger with the car being left there.

"Maybe the owner just doesn't want to pay road tax. Or maybe the owner has gone overseas?" The New Paper's attempts to track down the owner were unsuccessful.

But when contacted, the Land Transport Authority (LTA) said that its records show that the vehicle had been "laid-up and garaged" at Yishun Street 61.

An LTA spokesman said that owners who lay up their vehicles do not need to pay road tax for the laid-up period.

"During this period, the vehicle cannot be driven on public roads and is required to be garaged at its reported garage address," she said.

According to LTA guidelines, owners will be entitled to a COE rebate for the period that the vehicle is laid up, provided that the vehicle is de-registered on or before the COE expiry date.

But once cars are laid up, they will no longer be eligible for the Preferential Additional Registration Fee benefit.

It is not known if the owner had paid for season parking at the carpark.

Mr Calvin Lim, 45, owner of MSP Performance Centre, said the owner may have laid up his car as repairing it could have cost him more.

He added: "Sometimes it is difficult to get spare parts for old Hondas and they are quite expensive as Singapore car workshops don't carry them any more.

"Also, the owner might have needed to go overseas for at least a year. So if he laid up his car, he would not need to pay the road tax."

sell the car, get the parf value back
can check coe renewal
boliao leh, singapore cars so expensive, why abandon. one car like $100,000 for only 10 years.
hdb $300,000 at least can use 99 years lor
