Using math and some mathe quantum theory thingy, yes, u can calculate.
Beside, the comp system in Norad is design to calculate the projected trajectry and true targets.
The starting vector, angles of initial flight are what they need to calculate.
The maths/engineering in ICBM launch are very precise.

If there truly was a mistake, by launching a counter nuke strike, he would had signed a death warrant for many N Koreans.

I do believe that the US have missiles that are untraceable by any means - radar, etc. What surprises me is that they've not shot it yet. It's not as if the whole world is against America; in fact, everyone's rallying in support of them at the moment. If they were to shoot lots of missiles at strategic locations all at once, N.K will be down long time ago already.
a) They have no intention in dealing with North Korea as they are stuck with their own financial crisis. Going into a war will cost them a lot.
b) They have no intention to deal with North Korea as of now, at least until they strike. That will force them into a war.
Okay never mind, let's not speculate. x)

A declaration of war means intentionally fire the first shot or in this case a missile towards US, S Korea or Japan's soil. That will be a declaration of war.

But if it falls into open sea under international water, it cant be viewed as a declaration of war.
