Foreign-registered cars are currently subject to a $20 daily Vehicle Entry Permit fee for entry into Singapore between 2am and 5pm from Monday to Friday. The fee does not apply on weekends.
This is why we see more foreign-registered cars on the road on weekends, especially around the shopping and entertainment areas.
The usage of Singapore-registered cars is strictly controlled, and equally stringent standards should be applied to foreign vehicles.
The Vehicle Entry Permit fee should be raised to $40 or $50, and also apply on weekends.
This will discourage foreigners, who can take alternative forms of transport such as coaches or buses, from adding to congestion on Singapore roads.

I understand that the current per day use of SG weekend cars during 'peak-periods' is $20/day, this does not include the price of COE which is payable just to get a number plate to put the car on the road for a 10years stretch (weekend cars get a small discount on the price of COE paid).

The PQP (prevailing quota premium) is the average price of the COE for the last 3 bidding exercises and this applies to the COE price payable for those who wish to renew their COEs for the next 5 or 10 years for cars whose COEs are expiring soon.

Malaysian/ other foreign cars who wish to entre Singapore should thus pay a pro-rata COE price for use of the car on Singapore roads. Since the current $20/day surcharge seems to mirror the weekend car scheme, then the actual fee payable by foreign cars SHOULD be whatever the prevailing pro-rata COE price for weekend cars is plus $20, the latter applying only for cars being used in Singapore during weekdays only.

One must also note that foreign registered cars are also exempt from prohibitive petrol taxes imposed upon SG registered cars (causeway 3/4 tank rule).

With the Singapore government constantly clamouring about the need to raise taxes in the times to come and its high praise for the efficiency of public transport system in Singapore, it is time that Malaysians pay the equivalent of the pro-rata COE price for their dalliances in Singapore, foreign talents or otherwise, ALL, not just Singaporeans should be equal to the high opportunity cost of owning a car in Singapore.

PS: the daily entry fee that Patrick Low suggests is correct if calculated as follows:
COE price= $76K, COE price per day amortalized over 3650days = $20.82.

Since Singaporean car owners ostensibly are paying for their respective COEs to be amortalised even on weekends, Malaysian cars ought be no different and as such, besides the respective ERP charges payable for peak period travel, a minimum of $30 should be payable for each day that the Malaysian car remains in Singapore (the additional $10 being lost fuel tax revenue over the duration that the foreign car has been used in Singapore).
