Teens engage in indecent behaviour at HDB carpark staircase, Police called
A STOMPer said this couple was at first seen kissing, but later indulged in heavy petting at the staircase at the top of the multi-storey carpark of Block 364, Yung An Road at about 2am today (Jan 20).
According to the STOMPer, he was getting a drink in the kitchen when he caught the teenage couple in the act.
"A teenage couple was seen kissing and hugging...no problem with that.
"But a few moments later, they were seen doing something else in the eye of the public," said the STOMPer in his email.
The STOMPer said the Police was notified but the couple left before Police arrived.
"They (the Police) arrived within 5 mins after my call. But the said couple had left the place. They (the Police) checked around the vicinity but could not locate them.
"The police officers even called me to verify some facts too," said the STOMPer.
STOMP contacted the Police and this is its reply:
"Police received a call on Jan 20 at about 2am about a couple who were acting indecently at the top floor of the multi-storey carpark of Block 364 Yung an Road.
"Upon Police's arrival, there was no sign of the couple."
STOMP checked the Attorney-General's Chambers' website and and this is stated under the Miscellaneous Offences (Public Order and Nuisance) Act:
"Any person who is found guilty of any riotous, disorderly or indecent behaviour in any public road or in any public place or place of public amusement or resort, or in the immediate vicinity of, or in, any court, public office, police station or place of worship, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000 or to imprisonment for a term not exceeding one month and, in the case of a second or subsequent conviction, to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months."
