Hi,
Today when I walked past a coffee shop, i heard guys shouting 波霸 when i walked past. I wondered if this is classified as some kind of harassment.

Could it be due to difference of race? I know this happens often. Yes it's a form of harassment which you should ignore. For me, if the comments made are "tolerable", just keep walking.

TS as long as you felt insulted by their remarks, its still sexual haressement. You can make a Police Report.
From what I had read, this group of guys are unknown to you. Its every hard for the Police Investigating Officer to trace them. You should have summon the Police there and then so that their particulars are recorded down. Right now, its hard for you and the Police to established their particulars.
Even if you made the Police Report now, they will just record it and file it away without being able to do much.
I suggest to you to forget the matter and moved on.
